Background

Protect Our Care was founded in 2017 in direct response to Republican efforts to repeal the Affordable Care Act (ACA) during Trump's first term. Its founder, Leslie Dach, served in the Obama administration as Senior Counselor to the Secretary of Health and Human Services. Campaign director Brad Woodhouse is a longtime Democratic operative who previously led the Democratic National Committee's communications, Correct the Record, American Bridge 21st Century, and Americans United for Change. The organization describes itself as a 'dedicated war room for the ACA.' It operates as a 501(c)(4) social welfare nonprofit fiscally sponsored by the Sixteen Thirty Fund, an Arabella Advisors-managed vehicle that critics on the right have called a 'dark money' network because it does not disclose its donors. The organization has consistently framed Republican health policy as harmful and Democratic proposals as beneficial, without neutrality. During the Trump second term (2025–2026), it escalated activity: running television and digital ads in Republican-held swing districts to oppose Medicaid cuts enacted in the 'One Big Beautiful Bill,' and releasing state-by-state tallies claiming roughly 8 million Americans lost coverage under the new law. Its output functions as opposition research and political communications as much as public information.
