Background

Radio Free Europe and Radio Liberty were founded in 1950 and 1953 respectively as Cold War broadcasters aimed at Soviet-bloc audiences, initially funded covertly by the CIA until that funding was exposed and ended in 1971. Since then it has been funded openly through congressional appropriations, first via the Board for International Broadcasting, then the Broadcasting Board of Governors, and now USAGM. The two networks merged in 1976 into RFE/RL, and it continues to broadcast in more than 20 languages across roughly 23 countries, including Russia, Ukraine, and Central Asian and Balkan states, often serving as one of the only independent news sources where local press is suppressed. In March 2025, the Trump administration's USAGM head, Kari Lake, moved to terminate RFE/RL's grant as part of a broader effort to shrink the agency, prompting layoffs and a lawsuit from RFE/RL arguing the cutoff was illegal since Congress had specifically appropriated the funds; the termination order was rescinded within days. The episode intensified longstanding debate over U.S. state-funded media's independence, with critics on the right calling it a wasteful Cold War relic and press-freedom groups defending its role reporting in authoritarian and war-affected regions like Russia and Afghanistan, where several of its journalists have been imprisoned. The 2026 federal appropriations bill, signed by Trump in February, preserved RFE/RL's funding alongside Voice of America and other USAGM networks. Editorially, its journalism is generally regarded as credible and fact-based, though its origin and ongoing government funding mean it is best understood as a U.S. state-backed outlet rather than an independent commercial or nonprofit newsroom.
