Background

Radio Free Europe was founded in 1949 and began broadcasting in 1950, originally targeting Soviet-aligned Eastern European countries; Radio Liberty was established in 1951 and first broadcast in 1953, focusing on audiences inside the Soviet Union. Both were secretly funded by the CIA until that arrangement was publicly exposed in 1971–1972, after which funding was converted to open congressional appropriations administered by the Board for International Broadcasting. The two organizations merged as RFE/RL in 1976. After the Cold War, RFE/RL relocated its headquarters from Munich to Prague in 1995 and expanded its coverage region to include Central Asia, the Caucasus, and the Middle East. Oversight shifted to the Broadcasting Board of Governors in 1994, which was reorganized as the U.S. Agency for Global Media in 2018. In March 2025, the Trump administration issued an executive order targeting USAGM and terminated RFE/RL's grant; RFE/RL sued and the grant was reinstated weeks later, but sustained budget pressure forced layoffs of roughly 25% of staff and cuts to 90% of freelancers. By 2026, RFE/RL had closed several language services—including its Bulgarian, Romanian, North Macedonian, Hungarian, and Pashto services—shrinking from 27 to 24 languages and from 23 to 18 countries. Throughout its history, RFE/RL's editorial mission has been to function as a surrogate free press for audiences where independent journalism is suppressed by governments.
