Background
SSA was created on August 14, 1935, when President Franklin D. Roosevelt signed the Social Security Act, establishing old-age insurance for American workers. It began as an independent board reporting directly to the president, was folded into the Federal Security Agency in 1939, and was later housed within the Department of Health and Human Services (HHS). In 1995, legislation restored SSA to full independent agency status. Over decades it expanded to cover disability (1956) and Medicare administration (briefly, before Medicare moved to its own agency). By 2026 SSA serves approximately 186 million covered workers and over 71 million monthly beneficiaries. Beginning in early 2025, the Trump administration—working through DOGE—directed the largest one-year staffing reduction in SSA history, cutting more than 8,000 employees (roughly 13 percent of the workforce) and planning significant reductions in field-office visits; critics including the Center on Budget and Policy Priorities documented sharp declines in customer-service access in every state, while the agency under Commissioner Bisignano characterized the changes as modernization and efficiency improvements. Trust-fund actuaries project the combined OASDI reserve will be depleted around 2034 under current law, making SSA's long-term financing a recurring legislative issue.
