Background

The Student Press Law Center traces its origins to a 1974 commission created by the Robert F. Kennedy Memorial Foundation, which partnered with the Reporters Committee for Freedom of the Press to study censorship in school journalism. The commission's findings were published in 'Captive Voices: High School Journalism in America,' which documented pervasive censorship and made the case for a dedicated legal support organization. The SPLC became an independent nonprofit corporation in August 1979. Over the following decades it expanded its services from an attorney referral network into a full legal hotline, pre-publication review service, and national advocacy operation. It has been a leading voice behind the 'New Voices' movement, which has pushed state legislatures to pass laws protecting student journalists from administrative censorship. The SPLC is funded primarily by journalism foundations and civil-liberties-oriented philanthropies, giving it a First Amendment advocacy orientation that tends to put it in tension with government restrictions on press access. In the first year of the Trump administration's second term, the SPLC reported a 39 percent jump in legal hotline requests compared to the prior year and issued coalition alerts warning of threats to campus free speech; in 2025, the MacArthur Foundation earmarked $500,000 for the SPLC as part of an emergency grant round explicitly aimed at defending democracy and local journalism.
