Cato Institute (Opinion)

U.S. libertarian

The Cato Institute is a Washington, D.C.-based libertarian think tank founded in 1977, now governed by an independent board and funded through private donations. It promotes free markets, limited government, individual liberty, and non-interventionist foreign policy from an explicitly libertarian standpoint. Under the second Trump administration, Cato has been broadly critical, opposing the administration's tariff regime, its restrictions on legal immigration, and what Cato scholars have described as departures from free-market and rule-of-law principles.

Owned byIndependent nonprofit organization governed by a board of directors; co-founded in 1977 by Charles Koch, Ed Crane, and Murray Rothbard. A 2012 legal dispute between the Koch brothers and institute leadership was settled, resulting in a conventional independent board replacing the prior shareholder structure.
